Are the elections nearing ? All this looks like a "votebank" gimmick ..Can we arrest these people for spreading violence ? What is the difference between this & "supari" ?

yes it is, sadly
There are provisions in IPC to arrest these people
No difference what so ever.
then you gotta arrest every who calls for such acts......just like cogito said.....its not about the provisions, but people well know that these are just empty pots making noise.....thats why no actions....
